Today, the EU Commission published Regulation 1726/2024 activating the safeguard mechanism on imports from Ukraine as part of the recently agreed temporary trade liberalisation measures between EU Ukraine. See Gafta circular 079/2024.

The safeguard mechanism was activated only for oats.  An automatic threshold of 2,440.56 tonnes published by DG trade has been reached. This means the TRQ for oats is reintroduced with the order number 09.6703 and for a quantity of 4,000t until 31st December 2024, and will be again reintroduced as of 1st January 2025, applicable until 5th June 2025.

As a reminder, the temporary measures liberalising trade between EU and Ukraine suspending TRQs was published officially on 29th May 2024.
