Following on from our previous circulars on EU countermeasures GN/2025/081 and 073, please find attached the regulations relating to the EU retaliation measures on products of US origin which were officially published today.

The first regulation 778/2025 contains the lists of Annexes I, II, III, IV with products from US which will have additional customs duties applied. Annex 1 applies from 15th April, Annex II and III products will be subject to additional tariffs from 16 May and Annex IV from 1 December.  This regulation enters into force on the day after publication.

However, the Commission also published a second regulation 786/2025 suspending rebalancing measures for 90 days.  This regulation states that the application of the additional ad valorem customs duties imposed by Implementing Regulations (EU) 2025/778, (EU) 2018/886 and (EU) 2020/502 should be suspended until 14 July 2025.
