The temproary trade liberalising measures (ATMs) that were in place between the EU and Ukraine expire today, 5th June 2025. Trade between the EU and Ukraine will revert to the rules established under thte Association Agreement. This situaiton is temporary whilst the EU and Ukraine finalise the review of the Deep and Comprehensive Free Trade Agreement (DCFTA) with Ukraine which is expected by this summer.
As an interim measure, the European Commission has today published Regulation 1132/2025 detailing rules for Tariff rates quotas with Ukraine to manage imports and exports of agri products and to ensure there is no disruption. In summary:
The scope of products available remains the same as before and in the case of agricultural commodities: (350,000t barley, 650,000t corn and 1 mmt wheat). Taking into account the TRQs are for a calender year, the quantities available will be 7/12 from 6th June – 31st December 2025.
The new aspect is that importers should use first come first served method to secure quantities. If and when the quantities for the TRqs are exhausted, importers should revert back to the TRQs ergomes and relevant duties would apply for example 12€/t wheat and if these quantities are exhausted the out of quota duties apply (eg 95€/t wheat). Members need to be vigilant and monitor daily updates on applications and volumes applied.
This regulation applies from 6th June 2025.
