Following on from circular GN/2025/123 on Ukraine exports, please note the Commission has clarified what is meant by “blocking period” which was added into the EU database by DG Taxud.

The EU database mentions a term “blocking period from 6/6/2025-20.06.2025” . The EU Commission has since clarified that the regulation mentions allocation of quantities from 6th June but the database added a blocking period 06/06/2025-20/06/2025. This means that the first allocation will be made on 23rd June.
The blocking period is the period during which requests to benefit from the TRQ are accepted by MS and forwarded to the Commission, but no allocations are made for the specific TRQ.
In short – trade can continue importing and the allocation and reduction of the volume will only happen after 20th June.
The requests are treated based on the first come first served (FCFS) principal on the basis of the date of acceptance of the customs declarations.
