    GN-2025-155 EU rebalancing measures on US origin goods published

    The EU has published the Regulation 1564/2025 relating to the additional customs duties to be potentially applied on imports of US products into the EU. These are the rebalancing measures to provide relief to the Union industries impacted by the US safeguard measures. The duties are applicable on different dates as mentioned below and the different rates are specified in the Annexes. In summary:

    (a) an additional ad valorem duty of a rate of 10 % or 25 % on imports of products listed in Annex I, as specified therein, from 7 August 2025; (corn/various rice)

    (b) an additional ad valorem duty of a rate of 4,4 %, 7 % or 20 % on imports of products listed in Annex II, as specified therein, from 7 August 2025;

    (c) an additional ad valorem duty of a rate of 0 % or 25 % on imports of products listed in Annex III, as specified therein, from 7 August 2025;

    (d) an additional ad valorem duty of a rate of 0 % or 25 % on imports of products listed in Annex IV, as specified therein, from 7 August 2025; (beans/certain cereals)

    (e) an additional ad valorem duty of a rate of 25 % on imports of products listed in Annex V, as specified therein, from 1 December 2025;

    (f) an additional ad valorem duty of a rate of 25 % or 30 % on imports of products listed in Annex VI, as specified therein,from 7 September 2025;

    (g) an additional ad valorem duty of a rate of 0 %, 25 % or 30 % on imports of products listed in Annex VII, as specified therein, from 7 September 2025;

    (h) an additional ad valorem duty of a rate of 25 % on imports of products listed in Annex VIII, as specified therein, from 7 September 2025;

    (i) an additional ad valorem duty of a rate of 0 %, 7,5 %, 10 %, 14,2 %, 15 % or 30 % on imports of products listed in Annex IX, as specified therein, from 7 September 2025; (some pulses/ various rice/various cereals and oilseeds)

    (j) an additional ad valorem duty of a rate of 30 % on imports of products listed in Annex X, as specified therein, from 7 September 2025;

    (k) an additional ad valorem duty of a rate of 30 % on imports of products listed in Annex XI, as specified therein, from 7 September 2025;

    (l) an additional ad valorem duty of a rate of 0 %, 10 % or 30 % on imports of products listed in Annex XII, as specified therein, from 7 February 2026;

    (m) an additional ad valorem duty of a rate of 10 % or 30 % on imports of products listed in Annex XIII, as specified therein, from 7 February 2026 (oilcakes etc).

     This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union, 24th July 2025 and is binding in its entirety and directly applicable in all Member States.
