The EU Commission pubished a proposal COM(2025) 471 final for a Regulation on the adjustment of duties on certain imports of certain goods from the USA on 28th August. As part of the political agreement between EU and USA, the EU has agreed to eliminate tariffs on all US industrial goods and provide preferential access for a range of USA seafood and agricultural products. Rules on origin will be negotiated. The EU should adjust the customs duties on imports of certain goods and open tariff quotas for goods from USA and these measures will apply as long as the Joint Statement is effective.
Annex 1 - customs duty at 0% on goods imported from US (sorghum, millet, barley flour)
Annex 2 - the ad valorem duty will not be applied to imports listed in this Annex. The specific duty on originating goods applied in a situation where the import price falls below the entry point shall be maintained.
Annex 3 - Tariff quotas shall be opened for imports into the Union for goods in Annex III originating from the USA (soybean oil)
This Regulation will apply the day following its publication in the Official Journal.
