"From 4 September 2025 the export duties on soybeans and rapeseed or colza seeds will come into effect.
On 2 September, President Volodymyr Zelensky signed the Law No. 13157 amending the Tax Code with reference to the Law of Ukraine 'On Integrated Prevention and Control of Industrial Pollution.' This Law included amendments concerning soybeans and rapeseeds.
An export duty is introduced on soybeans, crushed or not crushed (commodity item code 1201 according to the Ukrainian Classification of Goods for Foreign Economic Activity), and rapeseed or colza seeds, crushed or not crushed (commodity item code 1205 according to the Ukrainian Classification of Goods for Foreign Economic Activity) at a rate of 10% of the customs value of the goods.
Starting from 1 January 2030, the export duty rate on these oilseeds will be reduced by 1% each year to 5%.
Farmers who export their own agricultural products classified under codes 1201 and 1205 according to the Ukrainian Classification of Goods for Foreign Economic Activity, as well as cooperatives that also export their own products, are exempt from customs duties.
The legislative changes come into force on the day following the date of publication of this Law (published in Holos Ukrainy on 3 September 2025, No. 173) and will apply from 4 September 2025.
