Implementation of EU Deforestation Regulation – update on discussions in Brussels
Following some questions on the status of EUDR discussions this week, please note that Gafta has advocated for one year postponement of EUDR implementation at Commission and Council level.
20 EU associations have also signed a statement calling for “stop the clock” on EUDR implementation, attached.
The recent EU Commission proposal presenting some targeted measures was presented at the Agri Fish Council meeting on Tuesday night and discussions took place as AOB item. Latvia also submitted a paper supported by Bulgaria, Czechia, Estonia and Poland (attached) calling for actions:
- to postpone the date of entry into application of the EU Deforestation Regulation by at least
one year;
- to review requirements and simplify its conditions including introduction of a "no-risk"
category.
It was reported that at least 16 member states spoke in favour of a postponement of EUDR entry into application with others undecided yet. It was pointed out that timing is crucial, without agreement by 13 December 2025, the Regulation will enter into force without the proposed simplifications.
“The Ministers took note of the European Commission’s proposals for additional simplifications and flexibilities in implementing the EU Deforestation Regulation (EUDR), aimed at reducing administrative burden for farmers and landowners. They concluded that the timeline is too strict and stressed that further clarity and workable solutions are required.”
Further discussions are taking place this week at Parliament and Council level.
