Following on from our last circular GN/2025/210, Coceral have informed when applications for TRQ licences should be made. Applications should be made on a monthly basis and should be submitted within the first seven calendar days of the month preceding the beginning of the tariff quota period and within the first seven calendar days of each month during the tariff quota period, except for December where no applications shall be submitted.
The exception is January 2026 - noting no applications are accepted in December - Applications for TRQ licences which would be valid from 1 January 2026 shall be submitted between 23 and 30 November of the preceding year 2025.
Eligibility of operators
- Operators applying for a licence within a tariff quota shall be established and registered for VAT purposes in the Union. They shall submit their application for licence to the licence issuing authority of the Member State of their establishment and their VAT registration.
- For cereals quotas, there is no need for operators to be registered in the Licence Operator Registration and Identification (LORI) electronic system.
Admissibility and validity of licences
Operators applying for licences should lodge one admissible application per month and per tariff quota only. If an operator wishes to apply for several tariff quotas, this should be done at the same time. The validity of the licences would be the following:
- from the first calendar day of the tariff quota period, in case of applications submitted prior to the tariff quota period, until the end of the tariff quota period;
- from the first calendar day of the month following the submission of the application, in case of applications submitted during the tariff quota period, until the end of the tariff quota period;
- from 1 January of the following year, in case of applications submitted between the 23 and 30 November of the preceding year, until the end of the tariff quota period.
