Following on from the last circular GN/2025/236 updating on EUDR discussions in Brussels, please find attached the Coceral joint statement supported by several value chain associations in Brussels.
To reach a final agreement on postponement, it is expected that trilogue meetings between three institutions will commence on Thursday, 4th December – with the Council and Parliament outcomes closely aligned and calling for postponement for one year and a review clause, yet to see Commission response. The final proposal needs approval at the European Parliament Plenary session on 26th November session.
Statement calls for:
-transition period, until December 2026 for medium and big companies and June 2027 for small and micro, to adapt to the new rules after the entry into application of the revised Regulation (Art. 38);
- A simplified traceability that concentrates efforts where they are most needed. In this respect, the requirement to collect and transmit reference numbers should not extend to the entire value chain (Art. 5 and 26.4).
- The possibility for small and micro primary producers in low-risk countries to file a one-time simplified declaration and the obligation for Members States to use and make available from existing national and Union-level systems or databases the information needed for this declaration (Art. 4);
- A formal commitment to a targeted simplification review by 30 April 2026, based on real implications and economic impact assessment (Art. 34).
