Ukraine – export duties on oilseeds update
New customs clearance rules for rapeseed exports came into force in Ukraine on 1st July. From now on, farmers are no longer required to provide expert opinions from the Chamber of Commerce and industry to confirm their entitlement to exemption from these export duties. As announced by the State Customs Service, farmers and cooperatives must undergo state verification.
The Ministry of Economy is transferring the confirmation of the right to duty-free exports of soya and rapeseed to the State Agrarian Register (DAR). Producers no longer need to obtain a certificate from the Chamber of Commerce and Industry (CCI), but from now on, it will not be possible to export home-grown produce duty-free without registration in the DAR system.
The State Customs Service also reminded that similar changes for soya bean exports will come into force on 1 September 2026.
Furthermore, when submitting periodic customs declarations for the export of rapeseed and soya, exporters must, as before, provide a guarantee covering the amount of any potential export duties.
