EU Deforestation Regulation Update

We are pleased to inform you that today, the Delegated Act on the product scope has been published in the Official Journal of the European Union. The Delegated Act will enter into force tomorrow on the 18th of September marking a crucial step before the entry into application of the EU Deforestation Regulation (EUDR) at the end of this year. 

Changes to the product scope

The Delegated Act updates Annex I of Regulation. It removes cattle hides, skins and leather, re-treaded tyres, soybeans for sowing, articles of vulcanised rubber, conveyor and transmission belts, and aircraft and motor vehicle seats from the scope of the Regulation.It adds soluble coffee, certain palm oil derivatives and frozen cattle tongues.

Toallow businesses sufficient time to prepare, the new products added to the scope will become subject to the Regulation from 30 December 2027.

The Delegated Act also introduces targeted exemptions for specific categories of products, including waste, used and second-hand products, packing material and specific uses, including medicinal products, as well as samples and products used for analysis, examination and testing.

The 2025 Implementation Reports of the EU Timber (EUTR) Regulationand the Forest Law Enforcement, Governance and Trade (FLEGT) Regulation have also been published today.
